Jose Hilario Moreno Portillo, criminal illegal alien arrested in Manitowoc County | US Department of Homeland Security
Jose Hilario Moreno Portillo, a criminal illegal alien from Honduras who had been removed from the United States in August 2020, was among 24 individuals arrested in Manitowoc County in connection with a multi-agency operation targeting suspected human trafficking and drug trafficking networks, according to a U.S. Department of Homeland Security (DHS) press release.
Portillo was arrested in May 2025 on charges of sexual assault of a child, and DHS said he was one of the “worst of the worst” arrested in the operation.
“While interviewing victims — many of whom were children — of a human trafficking and drug trafficking ring, ICE identified multiple illegal aliens,” said DHS Assistant Secretary Tricia McLaughlin. “In total, ICE arrested 24 illegal aliens including those convicted of sexually assaulting a child, hit and run, DUI, identity theft and possession of narcotic equipment.”
”President Trump and Secretary Noem are dismantling transnational criminal networks and putting the safety of American children FIRST,” said McLaughlin.
Federal officials said the joint operation—led by ICE and supported by the FBI, DEA, U.S. Marshals, CBP, and IRS—uncovered ties between some of the detainees and a transnational human trafficking and drug trafficking ring, WBAY reported.
